CHARLESTON COUNTY GOVERNMENT is Hiring a Program Manager Near Charleston, SC

Performs administrative, supervisory, and professional work in planning, coordinating and directing a large, complex program; performs directly related work as required. The programs are specialized, requiring immediate action/decisions on changing situations. The work is performed under the direction of an assigned supervisor but extensive leeway is granted for the exercise of independent judgment and initiative. Supervision is exercised over the work of employees in a number of classes. The nature of the work performed may require that an employee in this class establish and maintain effective working relationships with other County employees, community representatives, program clients, school officials, referral agencies, and other community resources.

HIRING SALARY: $71,926 - $94,265 (Estimated Annual Salary)

ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.)

Plans and directs the implementation, maintenance, and evaluation of assigned program. 

For example: 

  • Engages in HUD-related long-term community planning and annual reporting on outcomes and achievements. 
  • Directs the Greenbelt Programs Department and ensures the Rural and Urban Greenbelt Grants Programs are implemented in accordance with the Charleston County Comprehensive Greenbelt Plan. 
  • Manages and oversees the Minority/Women/Disadvantaged Business Enterprise program and the Small Business Enterprise program. 
  • Develops overall program goals and objectives and ensures that individual staff goals and objectives are developed to meet the programs goals and objectives. 
  • Participates in the recruitment, interviewing, and training of personnel and assigns, prioritizes, motivates, supervises and evaluates the work of such personnel. 
  • Controls and justifies program expenditures and ensures that activities are within spending authority. 

I* Implements State, and Federal policies and procedures. 

  •  Monitors program progress and initiates operational changes necessary to attain program goals and objectives as needed. 
  •  Establishes work operations, priorities, and deadlines following established objectives. 
  • Reviews literature and correspondence and participates in meetings and workshops to keep current in management and professional field. 
  • Performs community outreach, marketing and public relations functions. 
  • Responds to questions, comments, and requests in a courteous, timely manner. 
  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions. 
  • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems. 
  • Attends meetings, conferences, workshops and training sessions and reviews materials to become and remain current on the principles, practices and new developments in assigned work areas. 
  • Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities. 
  • Performs other directly related duties consistent with the role and function of the classification. 
  • May be designated to report to work during hazardous weather or emergency conditions. 

TRAINING AND EXPERIENCE:

  • Bachelor’s Degree from an accredited institution; and 
  • 7-10 years of experience in a related field and in program management or development; or 
  • Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work. 

Knowledge:

  • Thorough knowledge of general management practices such as setting goals and procedures, administering a budget, developing work plans and priorities. 
  • Thorough knowledge of personnel management practices including techniques of supervision, training, performance evaluation, employee discipline, and fiscal management practices. 
  • Thorough knowledge of professional area of assignment. 
  • Thorough knowledge of relevant policies, procedures, and rules governing the specific program and operation. 

Skills:

  • Skilled in communicating effectively with others, both orally and in writing, using technical and nontechnical language to respond to inquiries from employees and the public. 

Abilities:

  • Able to establish and implement short-term and long-term goals. 
  • Able to supervise, train and evaluate the work of others. 
  • Able to identify new laws, regulations, and trends that could affect the organization in the future and ability to take effective steps to help County develop appropriate response. 
  • Able to interact with a diverse and often troubled population. 
  • Able to exercise tact, discretion and sound judgment in addressing sensitive or confidential matters. 
  • Able to operate a personal computer using standard or customized software applications appropriate to assigned tasks. 
  • Able to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions. 
  • Able to understand and follow oral and/or written policies, procedures and instructions. 
  • Able and willing to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology. 
  • Able to use integrity, ingenuity, and inventiveness in the performance of assigned tasks.
